Is it possible to have 2 cable modems in 1 IP Address, for 2 computer, 1 modem for each PC without Networking? I live in a 2 FLoor house and Share the cable bill with the people on the 1st floor so I already have cable on my Floor but not High speed internet, and I don't wanna put a wireless router next to their PC. So I wanna buy a Cable modem if this would work. Thanks...

Each cable modem has it's own unique serial number that you give to your ISP so they can activate your service, so no, AFAIK.
If you want to use the cable company's ISP, you can generally use any modem that is acceptable to them. But you would need to subscribe and pay for their service.
You could use a router easily, though, as long as the cable ISP permits sharing internet access with the neighbor. This would slow down the neighbors access somewhat.
