I have an I Book Mac computer and I made a short movie with video clips from a camera. I can play the movie but I cannot burn it. I tried putting it on a Windows computer and burning it and I downloaded many programs to encode it or decode it but still cannot. I get this error message from the windows computer: Subtitle multiple 01 missing. I would like to know if I can take the movie to a windows computer and encode it or decode it and burn it from there. Or what program to have on the Mac in order to convert it to a format where it could be burnt and played on a dvd that plays vcd.

You need to be a bit more specific
What program did you make your short movie with?
You say you cannot burn it. Why not? What happens?
What format is your movie now? And how big (in megabytes) is it?
You can indeed convert it to DVD or VCD on a Mac. It's pretty easy too. You just need to answer the questions above. -
The program is called Imovie. For some reason I thought it had a .mov at the end but to tell you the truth I am looking at it on a pc right now and I tried to install quick time on the pc to see it and it says it is a quick time file, that is on the pc. I was told that I could not burn it on the mac therefore I did not try and just tried to convert it on a pc. I would like to just be able to burn it from the mac of course. As far as the program to burn I must say all I can see is burn disk.

Whew .. where to start
First question, does your ibook have a superdrive? If it does you should have iDVD installed, with all that entails ...
If you cannot burn DVDs, the simplest way is probably to take your .mov file and run it through ffmpegX using one of the two 'VCD' presets. (If your DVD player can play SVCDs I'd use that instead for better quality). If one of the VCD presets doesnt work try the other one. ffmpegX should produce 1 or 2 CD-sized disk images, depending on how long your movie is. Burn these with Toast if you have it or FirestarterFX if you dont.
