Well for static scenes with no interaction between the twins all you really need is a tripod and any non-linear editor. Film both actions separately and make sure the camera doesn't move and that nothing in the background changes, and that you keep a buffer zone between the two actors. Then just splice them together. Crop the left off of one pic and the right off of the other, and merge them til they overlap correctly. Other than that, you could just film one actor's actions in front of a green screen and comp it into your existing footage. If you need to do any more than this then it can really get complicated.

If you need camera movement then you most likley need a motion controlled camera, unless you can orchestrate the camera's movements exactly (ie: simple timed, automated zooms.) If you need interaction between the twins, well you may be able to do it just with trial and error and some masking tape or something to set your marks but something like a fight sequence would probably require a second actor and a digital composition of your face onto his.

sounds harder than I thought......... From your quick tutorial, does that work on both twin can hold and shake hand together, act differently, and able to make sure it's won't be a mistake. You seem the twin jackie chan movie that he have a twin right. They both act together and it look perfect that they even shake hand and able to touch each other....

You're talking about doing stuff that would take a huge amount of time to do.

Yes, it will take huge amounts of time to do what you are asking for. The easiest way (to cut down on some work) is to have someone that resembles the actor and have that person stand in for the "twin". Only show that person from the back or from an angle where the face is hard to notice that it isn't really them. They do that in a lot of things (Goldmember comes to mind).

If you want both to be interacting and be seen clearly in the frame, then you're going to be in for a lot of work both before shooting as well as in post.

What kind of a man are you? The guy is unconscious in a coma and you don't have the guts to kiss his girlfriend?

The most difficult thing will be getting the movements accurate.

For example, shaking hands with yourself, you'll need your hand to be at the same height in both clips, same shaking speed, same everything.

This effect is not that hard to do, but your work will come in prep. Measurements, timings and then preping a green background and green props.

You could shake the green hand in both clips and then as Adam said, use a non-linear editor, like Adobe Premiere, green screen transparency and it should look fine. But again, your timing and placement of the hand shaking would have to be very calculated.

I think for some timings I think they use a "music" beat count, like for hand shakes and other non-action scene interactions...I think I saw that once.

One thing you can do, is go rent a twinned DVD like the Jackie Chan movie or the VanDame twin movies and check out the extras on the DVD, they should show some scenes and how they did it.

Watch the making of Forrest Gump, it shows how they matched Tom Hank's movement to shake JFK's hand.
