can i use the mpg4 codec? will that produce an mp4 file?

VirtualDubMod can only output avi, ogm or mkv. As a general rule it isn't upto the codec to choose the output format, with the exceptions being some VfW mpeg encoders, the old DivX 4.x which could actually output mp4's, not spec compliant I don't think though and ffdshow which doesn't yet support mp4.
You would have to output an avi containing MPEG4 video and then remux to mp4 via mp4creator, mp4box, the 3ivX muxer, etc. There are also some GUI's for mp4box, mp4creator and related.
Think I read that PSP was SP only so QuicktimePro should be able to do a pass through to mp4.
