after problems with vcdimager saying it doesn't like my mpeg files, i re-encode them with tmpeg encode, 320x240, 29.97fps (vcdimager now is okay with them), and burn it to video cd using cdrwin. sometimes the video is fine. sometimes the video only takes up the left 40% or so of the screen. sometimes re-encoding with tmpeg fixes the problem. a lot of the times it doesn't. what's going on?

My first thought is that your DVD player doesn't like xVCDs. Try encoding at 352x240 (VCD standard) and see what happens. You can make a short 1-2min clip to test. Although in theory any resolution that can be dived by 8 shold work I'd stick to:
352x240, 352x480, 480x480 or 720x480.
