  1. Looks like this .dll file was there at one time from another tool I once had, and now its gone. Is it a necessary file, and if so, where can I get it? I already tried www.dll-files.com & they don't have it.

    I believe you only need it if you want to frameserve to TMPGenc using AviSynth or VirtualDub. You probably had DVD2SVCD installed on your system at some time, this is where it usually comes from. If you don't need it then you just need to untick it in the VFAPI options in the environmental settings of TMPGenc.

    If you need it, you should find it in the DVD2SVCD bundle available through the tools section on the left.
