What does Hollywood use for compression as far as bitrate goes. Do they use VBR or CBR? I've heard that the disks are DL. Is this true?

They vary but the major commercial DVD discs are hand encoded scene by scene from digital D1 or HD masters with expensive hardware encoders to dual layer technology DVD masters. Even then many movies are released with 2 discs.
They are up against the same DVD spec limits and player limits, but they budget every MB for maximum picture quaity. -
Here's a decent explanation of how a commercial DVD is made: http://www.dub-it.com/dvd/howmade/
