Intrusion Dectection

I have Norton Internet security 2004 running (xp home sp2) and the intrusion detection is turen off. I try turning it on and get a message to verify my Windows account is not restricted. Everything else is 'On' and i have scanned for viruses etc and found nothing. I have been to nortons site and run tests and found nothing, i have looked through things but can't find anything of any help. Can anyone throw any light on this.
It seemed to happen when my 'javascript' problem started

I remember seeing a lot about this on the Dell formus. It was just something you had to live with. No one ever got it to work right last time I read up on it. It works for some and doesn't for others.
