Tmpgenc audio/video out of sync

when I try to author converted with tmpgenc avi file, it is out of sync.

Can somebody tell me about the tool that can multiplex my elementary video streams with audio delay? Using video editing software, such as Ulead media studio, gives a great loss of quality.

ifoEdit can author with delay.

If you have elementary streams, load them in Mpeg2Schnitt or Cuttermaran, correct the audio delay and save. You will get a copy of your (corrected) elementary streams which can then be authored with any authoring soft.
Or use mplex with the -O parameter:

Usage: mplex [params] -o <output filename pattern> <input file>...
%d in the output file name is by segment count
where possible params are:
--verbose|-v num
Level of verbosity. 0 = quiet, 1 = normal 2 = verbose/debug
--format|-f fmt
Set defaults for particular MPEG profiles

Specifies decoder buffers size in kB. [ 20...2000]
--lpcm-params | -L samppersec:chan:bits [, samppersec:chan:bits]
--mux-limit|-l num
Multiplex only num seconds of material (default 0=multiplex all)
--sync-offset|-O num ms|s|mpt
Specify offset of timestamps (video-audio) in mSec
