There is nothing easier than Ulead DVD Workshop 2.

It's expensive, but so easy. I downloaded the trial version and figured out how to work in in 5 minutes. There should be a guide here on it somewhere also.

Otherwise Tmpg DVD Author is pretty straightforward and basic.
