  1. Is this LG 4160B better then the LG 4120B ?

Also there is a slight burning smell after reading from the drive abit with shrink and after burnering should I worry about this ?

Also it likes like it has a few very tiny scratches on the front of the drive, I'm thinking it was a return or somthing like that.

My last drive stopped reading and writing to DVD-R media most of the time but still read Real DVDs and Real CD-ROms ok that is why I returned it, also the guy tried to hook it up to an old 866 Mhz system, when It says in the book it needs like a 1.1 Ghz system I told him about that and he said it would work.

Yes, burning smells from electronic devices are always bad. Send it back and get another one. You got a refurb most likely if it's scratched up, meaning it failed, was repaired and handed out to you. See if you can get a new one, just call and complain alot and they'll usually give you a new one.

As far as CPU speed that's just the "recommended speed" I had a similar drive running a 900mhz CPU and it ran just fine.
