Try starting in 'Safe Mode'. Hold down F8 when the computer starts. This will boot without program drivers. You probably have the wrong settings for your video card or monitor. If you can get to safe mode, you should be able to make adjustments to your video settings.

I am assuming you are using a VGA cable and the setup worked on the previous monitor.

Sorry, I apparently misread your post. You are getting into XP, it's just the weirdness during the startup?

I would upgrade the drivers for your video card. It's probably switching through resolutions during boot. My monitor does some of that.

You may be able to get a monitor profile for your monitor that would be better than the generic one that windows supplies. You can also set up your refresh rate and set a resolution that may better suit the 19", maybe more than 1024 X 768. Anyway, if you are just getting that line, doesn't sound like a major problem if everything else works OK.
