hi, i just got this divx avi movie file and i looked at the clips info and its 25fps which is PAL right? So if i want to convert it to DVD using TMPGEnc plus, ill haveto select PAL right? But will it still play in a region 1 DVD player?

Regions and TV system are two entirely different things, so, yes, it will play if the new DVD is authored as region 1 or "all regions" and your player supports PAL.

the videohelp guide for TMPGEnc says it recommends to encode to the same region. If i create a PAL mp2 with TMPGEnc Plus, is there a way to make it region free or region 1 with TMPGEnc DVD Author? or how do i go abouts changing it to region1/region free?

i also have DVDShrink which i believe has the option to make it region free. Do i haveta encode the movie to mp2 with TMPGEnc plus, convert it to DVD format using TMPGEnc DVD Author then open it with DVDShrink and encode it again but make it region free?

wait a minute, i think i got something confused here. Only real DVD movies have regions right? like i just downloaded a Divx file and im planning to convert it to DVD using TMPGEnc Plus/TMPGEnc DVD Author and burning it to a DVD+R... there is no region is there?

maybe ill just test it on my DVD+RW first.

You have to assign a region when creating a DVD from scratch, if you want it region coded. You don't have to do this, and a lot of cheaper software can't do it anyway. As was pointed out earlier, region and format are not tied together. We have a number of NTSC release available here with a region code of 2,4, yet the predominant format here is PAL. The studios do it because it is cheaper than producing both an NTSC and PAL version of less popular titles.

ok so if i just go through the process of converting the Divx file to DVD using TMPGENc plus/dvd author, it wont be region coded right? does that mean its region free? i dont really care what region it is, as long as it plays on my north american DVD player =].

Yes, it will be a region free PAL DVD (if you don't do a PAL to NTSC conversion along the way).
If it will play on your player is a matter of if your player handles PAL DVD.
