When converting an avi to DVD does the program re-encode to 29FPS for all sources or does does it run pulldown where sources were originally 23.97FPS NTSC?

It outputs @ 29 fps. I had pulldown originally but it give me sync issues on my DVD player so I abandoned it. NTSC output @ 29 fps, regardless of NTSC or NTSC film, works fine for me.
What about you?SVCD2DVD v2.5, AVI/MPEG/HDTV/AviSynth/h264->DVD, PAL->NTSC conversion.
