OK...Beave with another problem. I live in an apartment. From about the summer time, our neighbors (On an upper floor) have been playing music pretty loud. I have no problem with this during the day, because I can drown it out with the TV or my own music. At first, they would finish things up around 11pm (Which I think is the law but not sure) HOWEVER, now they go all day and all night. It doesn't bother me but my girlfriends 72 year old mother (We all live together) has a problem with it since she can't sleep with Trance music coming through the wall. The bass is the worst part...your head feels like it's pounding. She is sick and needs her rest.
I don't know if they do it for fun (They just like music and have parties) or if they have some kinda business making music. BUT it's pissing me off. So...I decided to write a letter. I'll put it in the mail box today, and see if there is a change. I don't wanna go straight to the managers office I wanna resolve this in a neighborly way. The problem comes in if they ignor the letter, and I have to go up there (That would be the next step) and because there are so many foreigners in this building, physical altercations are not uncommon (Some people just get cocky when they come to Japan...it's like a disease) Anyway...anybody else have problems...or maybe been the CAUSE of the problem :P

Shouldn't the first step be going over there and then politely asking them to turn the music down for your girlfriend's mother's sake? They may not realize what they're doing. Everything else follows afterwards.

Yeah, that's what you should do. Some people are a bit un... (whatever the word is for not taking other people into consideration) and might not even know that they are bothering people. Just ask them to cut it off. Then, if they ignore you, ... you know what comes next.

Yes, I agree the thing to do is go straight to them and politely remind them that there are elderly people who need their rest and don't necessarily share their enthusiasm for the music being played. Ask them nicely to turn it down, especially at night -
Show up in that scarey costume that you posted earlier when you politely ask them to keep it music down past 11PM. Emphasise that your OK with them during the day, it's just at night when it bothers so.
I've done this many many times, and despite my insistance, they never figure out that I'm OK with noise during the day, etc. -
If a polite please don't play after a certain hour doesn't work, do what I did.
Back when I lived in an apt. (late 80s) I had a neighbor that was a real jerk and loved to practice his drums at 12 - 3am. It took me a while but I started charting his sleep habits (2 weeks) then I mounted 8 subs and 10 tweeters against the wall. Then when he was in the dead middle of his sleep time. I cranked it all the way up (about 1000watts) but just for a few seconds....then waited 10mins. I repeated it for 3 hours. I did that for 3 days in a row until he came to my door and complained. I just said I couldn't hear what he was complaining about over his drums. Late night drum pratice ended the next night -
