I got a new TV for my room, the Toshiba 20" 20AF44 Flat Screen. My last TV was a Samsung 19" TXD1972. Ok, this Toshiba has a fuzzy/blotty type of picture that takes alway the crisp or the sharpness of the video from cable. It also allows alot of noise into the video. I have had this problem both with direct cable and with my Digital Cable box hooked up via the compositve video input. It even messes up some video scenes from my xbox..
I have tried adjusting the video settings on the TV to match those of my Samsung and still no better picture.
These problems are not present when using my Phillips DVD player, which is hooked up via a Component video connection. The video is great then.
My Samsung did not have this problems. The picture on it was just too naturally dark.
Any ideas? Thank you!

Have you tried S-video from the cable box to the TV? If it's that bad, you probably have a defective NTSC tuner section.
