ok i have a dvd folder containing 7 .vob files, each are 1 gig. the folder doesn't contain anything else but these 7 .vob files. i renamed the files to VTS_01_0, VTS_01_1, VTS_01_2, ect. the whole dvd folder is 7 gigs so it's too large to burn on one dvd. i've tried burning only the first 3 of the 7 vob files so it'll fit on one dvd but nero gives me "DVD-Video files compliance test failed"
i tried the same method using TMPGEnc DVD Author. I placed the first 3 vob files in a VIDEO_TS folder and tried to burn and it gives me "folder's structure cannot be accepted by a DVD"
what do i need to do to burn these files?

If I'm reading this right, you're not going very far if all you have is 7 vob files. For it to be a legit dvd you should also have some ifo's and bup's (at least 2 of each). In case you don't, all you can do is merge the vobs, re-encode to get the size down and author from scratch.
I believe dvdshrink and dvddecrypter will crash on you since you don't have a full dvd-video file structure.Sorry, I had to go see about a girl -

What did you do with the IFO and BUP files ?
Rename all of the VOBs, with your first one being VTS_01_1.VOB, then VTS_01_2.VOB and so on up to VTS_01_7.VOB. Then do this:

This will create the IFOs and BUPs that you need to get it playable as well as acceptable into DVDShrink. Use DVDShrink as you see fit and Bob's your cousin's fatherIf in doubt, Google it.
