PHOENIX (Reuters) - A top municipal official in Phoenix died in a bizarre incident that saw him crawl out of his fast-moving vehicle, stand atop its roof and extend his arms outward before tumbling off, authorities said on Thursday.
Kevin Keogh, a 28-year city employee who started as a management intern and became its top finance manager, died at the scene after he plunged from the vehicle and struck the pavement and a tree Wednesday afternoon in nearby Scottsdale, Arizona, police said. He was 55.
It was not immediately clear whether Keogh jumped or accidentally fell from the vehicle, which was traveling at about 50 miles per hour, police said.
"This is something you see in the movies, but this is not the movies," said Sgt. Doug Dirren, a Scottsdale police spokesman. "The whole thing is, quite frankly, very bizarre."
Police officers were called to the area by a motorist reporting that his Dodge Neon was rear-ended by a black Mercedes-Benz at a stop light, and that there was no driver inside. Officers found Keogh's body about two blocks away, and witnesses said they saw him standing on his car.
Police said it was not known whether the death was accidental or a suicide, nor if alcohol or drugs were involved.
Phoenix City Manager Frank Fairbanks said he learned from Keogh's wife that the longtime finance official was battling the fallout from a relapse of a tropical disease.
"His wife shared with me that the disease had come back in the last two months and was affecting many parts of his life," he told employees in an e-mail on Thursday.
Keogh received numerous awards throughout his career, including being honored as the nation's best municipal finance director and a top financial innovator by City and State magazine.

Teratomas is just Testicular cancer correct?

Teratoma Cancer comes from germ cells. Germ cells
are like bricks to a house. As you can build a wall, a patio, or a street out of bricks - you can say the body builds or rather grows parts
in a similar way. There are three types of germ cells
and these three when immature can build just about every type of tissue
according to instructions in their DNA.
When these DNA instructions are damaged, germ cells can go mad and make teeth, hair, a bit of jaw or even a bit of liver or kidney tissue. Depending on
where the cancer is, you can have a new set of teeth
(usually a couple or so) in your lung, guts or elsewhere.
Teratomas, out of all the cancers, just look plain evil and alien even without teeth. -

Thanks for the detailed explaination. I had never heard of that phenomenon. That is very interesting, disturbing, but interesting.

Not quite correct offline, but it doesn't matter. Tetratomas are basically germ cell tumours, and as you stated, there can be development of specialised tissues from any of the three embryological layers (i.e., endoderm, mesoderm, ectoderm).
http://www.emedicine.com/med/topic2248.htm
Histologic Findings: In cystic teratomas, the outside of the tumor wall usually is lined with native tissue. The cavity of the cyst often is lined with keratinized squamous epithelium and usually contains abundant sebaceous and sweat glands. Hair and other dermal appendages usually are present. Occasionally, the cyst wall is lined with bronchial or gastrointestinal epithelium. Foreign body giant cell reactions may be seen in various parts of the tumor and may, in the case of intraperitoneal teratomas, lead to formation of extensive adhesions if the tumor contents are spilled. Ectodermal tissue encountered may include brain, glia, neural tissue, retina, choroids, and ganglia. Mesodermal tissue is represented by bone, cartilage, smooth muscle, and fibrous tissue.
One report described an asymptomatic 11-cm ovarian dermoid cyst that contained a mandible with 7 teeth. Representative endodermal tissues include gastrointestinal, bronchial, thyroid, and salivary gland tissue. A careful histopathologic study of 100 cases of ovarian teratomas found ectodermal structures in 100%, mesodermal structures in 93%, and endodermal structures in 71%.Michael Tam

yes, I should have said "three layers" instead of
three types; dropped the misleading 'brick' analogy
and perhaps referred to germ cells as sperm & eggs.
Also you can't have cystic teratomas in the lung or guts
unless spread from the primary. -

Call me gullible, but I can't help it. Are you serious about this? Is this normal teeth like in a human mouth? I googled Cancer and teeth but couldn't find anything that seemed related.

Click on the link in my post to see the molars. You can get eyes, limbs anything
I didn't realize the pic was an example of a cancer with this abnormality. After looking at it a bit more, is the molar the white circular object in the lower center of the specimen?

When it comes to making a decision, "our frontal lobes tell us what's socially appropriate," she said. "The first idea that comes to mind, without the frontal lobe stopping it, we just act on it."
She said she has seen that with a few patients from Mexico. Treatment varies, but is limited because frontal lobe damage cannot be repaired. -
