video at 1fps--need to be 29fps-Help!

trying to convert an avi file that was encoded with the
i263 codec at 1fps, to at least NTSC and a faster frame rate.

Tried MPEG4[AVI](mencoder) and it converted to a playable QT file, but the fps is around .61fps!

Any help on getting it to faster would be appreciated.

Same result if using ffmpeg engine?

using ffmpeg engine causes it to fail.
Errors it reports:
could not find video track.

I've also tried MPEG[.MOV],
and even DIVX[.AVI](mencoder)
they fail also.
OnlyMPEG4[AVI](mencoder) produces a file.
