I would like to know if there are any PC capture cards that record the closed captions.

The Hauppage WinTV PVR-250 definitely. Probably several others. For this card, you have to mess with the registry (http://www.cask-of-amontillado.com/pvr_reg.html), but once you do that, the captions are embedded inside the MPEG files just like a DVD. As long as you don't recompress the files, the captions should stay with them. If you do need to recompress, the latest versions of DVD Shrink and Clone DVD 2 are smart enough to keep the captions.
