I have 2 slow moving horizontal gray lines in the video. I think that it could be a grounding problem.
My set up: Cable box S-video (coax audio) into Hauppauge WinTV-PVR PCI card. Computer audio outs into a Mackie soundboard.
I tried plugging all the above into the same powerstrip. Better, but not fixed.
Help, please!

If you haven't got this fixed yet. Try substituting each comonent (including cables) until lines go away.
It does sound like AC is getting into your signal somehow.
Check to see if your components are near to any AC sources like transformers, motors, etc. See if problem goes away if you move components.
Make sure cable connections are secure. I've had interference get in when cables were not tight. Also had interference with cheap crappy cables too. -
Thank you SO MUCH for answering.
I'm not sure about the "transformers", etc, but my set up has a TV, VCR, Cable box, Mackie Mixer, Digital piano, computer, monitor, and all the necessary cables all in very close proximity. Any of that stuff sound problematic.?
I'll try shifting cables this afternoon and let you know.
Is there a way that I can check the grounding of the actual wall outlet?
