  1. Hello...I have a SVCD that is cropped the wrong way. It has a small black bar on the top of the screen and a huge black bar on the bottom. I want to move the picture down so I would have equal black bars on top and bottom. I think I can do this with TmpGENC but Im unsure how. Has anyone ever used TmPGEnc to do this? Thanks.

In tmpgenc goto settings/advanced/clip frame and choose the clip frame tab and adjust the top and bottom so the black borders are cut out.

Tried moving the prority of the Mpeg up a bit and it still wont load in tmpgenc. Is there any other program that will alow me to load this mpeg2 file and move the bars on the picture down a bit on the bottom?
