Does anyone know if 12" laserdisc drives (burners or not) are available for P.C's ? And if so, where can I get one?

they dont make laser disc drives for computers. a laser disc drive can be hooked up to a computer via a capture card or something, so the signal can be inputted into the pc and authored to DVD, but thats the best you're going to do.

Yeah, I'm not sure if you knew this, but LD players and discs are ANALOG (excepting optional audio track--but the physical media is still encoded analog) and digital computers only deal with digital signals, so with the exception of an A->D converter and RS-232/422 remote controller they're totally incompatible.
