I recorded something from my TV tuner in mpeg-2 format. For some reason, the volume is very low. Is there anything, preferably freeware, that will allow me to edit the file to raise the volume level?

You could use tmpgenc to split the sound out - file - mpeg tools - demultiplex.
It will let you save the audio as a mp2. There you could either use besweet gui to convert it to wave and use soundforge or audacity or another audio editor to boost the sound. Or some other audio program may accept mp2 without converting.
Then you can load the boosted sound file back into tmpgenc. Go to file - mpeg tools - multiplex and load the mpg video and the new audio to make a complete file (be sure to use program stream since your end result you want is dvd and not svcd)
