If you want to keep menus etc, then you will have to use something like ifoedit or pgcedit to make the required changes, as well as something to create the vob files.
If you just have the movie, or don't mind if you lose the menus, DVD Shrink in reauthor mode will do this for you. Again, you need to have the mpeg file turned into a vob first.
Or, you could use DVD Lab. Load the intro, then load the first vob of the movie and demux. Link the intro to the movie, and link the first play to the intro, compile and burn.
There are probably a dozen other ways to do this.Read my blog here.

With Ifo edit or pgc edit, I can add the command, but how can I load the moeg file it self!!
With DVD Shrink, how can I've the moeg file turned into a vob file?
With DVD lab, also how can I load the intro? I mean I tried and the program refused to load it because it is in mpeg format -
Check out the menu "Macros/Import First-Play (startup) clip" in pgcedit.
I think your mpeg2 must be first turned in to a VTS with only 1 title. You can do that with any authoring tool (tmpgenc DVD author, for example - 30 day trial period).
If you run into problems, post here:

r0lZ (the author of pgcedit) is pretty active there...
