how do i add in a SRT file so that my DVD can have subtitle?

Option 1: Run it thru srt2sup, author with IfoEdit.
Option 2: Author with DVDAuthorGUI, use srt as subtitles.
Option 3-n: Many other authoring apps support srt subs, or other formats easily created from srt

hm... the current DVD authoring program that I use is adobe encore, without purchasing other software, what are my options?

have you tried the subtitle tools listed under
https://www.videohelp.com/tools?tool=Adobe_Encore_DVD ?
and if you want help with adobe encore dvd it helps if you mention it.......
