Simple answer, probably not for many years and no and no.
Dual layer burning does not exist in any format at the moment, even for the movie studios. Dual layer discs are produced from two master DLT tapes (or a DLT tape with two seperate sessions saved to it). The first tape is used to create the first layer, the second tape to create the second layer. Each layer is actually a seperate thin disc both of which are bonded together and then bonded to a reflective layer to create the final disc. The first layer is slightly more transparent to allow the laser to refocus to the layer underneath.
Pioneer are supposed to be working on dual layer buring technology but chances are it wont be compatible with existing burners at all, if it even appears. If it does appear it's many years away anyway. If you want get into home DVD authoring at the moment its single sided, single layer DVD-R/RW or DVD+RW.
Double sided discs for all three formats are coming according to the media companies though. -
This is why it's important for companies to design two-way laser reading for DVD players: then double sided discs will have their use.
