I need to encode a compliant VCD, but the traditional template that comes with tmpgenc, is very vulnerable to the blocks.
Is there any tip to reduce blockiness ?.
Any good configuration for "quantize matrix" or "GOP structure" to reduce blocks ?

Hello,
You could try the kvcd templates found in the tools section to the left <----. Those aren't 100% vcd standard but will improve quality. It might be worth a look.
