Is it possible to slow footage down.. eg want to copy a 10 second scene from a movie (dvd) into a mpg file only want it go at half the speed perhaps even slower .. can it be donne

I think that was a serious answer. Ulead Media Studio Pro also has a slow motion function.

Most editing packages and effects/compositing packages can do this in some form. Vegas' velocity envelopes are very powerful and produce very good results.
You could also look at ReTimer, a plugin for Adobe After Effects (and included in Combustion 3 from Discreet)

One of the best PC DV editors. Powerful audio editing (can be purchased with a full AC3 5.1 encoder), uses the mainconcept mpeg encoder for output - high quality and very fast, and can be coupled with DV Architect for the full authoring experience.
You can even drop a vob onto the timeline and edit and re-encode back to mpeg.Read my blog here.
