I have been converting .mov files to mpeg format using compressor(most recent update). They view in quicktime prefectly fine. The problem is when i go to burn them to dvd using toast 6 it says that it has to change to PAL format. Unfortuantely my DVD player uses NSCT(I think that's right). I have tried changing presets in compressor but it still says that it needs to be pal format. Is there another program I can use to convert to .mpg than compressor or am i missing a setting somewhere?

The problem is that your source material is in PAL format, and so it is using PAL resolution, colorspace and framerates. The conversion to NTSC needs to be done before-hand, for example exporting them to DVCPro-NTSC at 29.97 frame/sec, and then to MPEG. You must be very careful not to lose audio synch as you change framerates, but QuickTime is usually pretty good at that.
I like systems, their application excepted. (George Sand, translated from French), "J'aime beaucoup les systèmes, le cas d'application excepté." -
FWIW, JES Deinterlacer is a very good utility to convert PAL<->NTSC (it can also do a "bob" deinterlacing by converting video fields to frames etc).
NTSC converted to PAL is of good quality when viewed on an interlaced TV. I once tested it by converting PAL to NTSC and back to PAL and the 3rd generation video was surprisingly good.

ok i used JES Interlacer and that changed the frame rate. now the problem is size. Is there any way to convert the file using JES but control the file size?

I don't quite understand the question. JES Deinterlacer has a few export file formats but if you want MPEG, you have to re-export the PAL<->NTSC converted file with some other app to MPEG.
