symptoms:
On computer dvd-rom, it would "stutter" all the way through. The picture/sound between these "burps" of drop-out was perfect.. but the drop-outs would occur at least every couple seconds.
On a JVC standalone dvd player, the disc was rejected without even attempting to play it. On a Pioneer, it would play in black and white, with the picture rolling on the screen (as if you were messing with the V-hold(?) button) the whole time. The sound was messed-up as well.
any ideas as to what would cause this kind of behavior?
(I didn't make this disc, btw. Somebody else made it for me. Also, the material is non-copyright type stuff).

sounds like it is:
1. pal instead of ntsc
2. to high a bit rate
3. bad encoding overall or a specific setting
4. non compliant dvd specifications
5. bad quality burning
6. bad quality authoring
7. bad media
8. wrong gop structure

Sounds like a pal dvd that has been burned poorly.
