  1. I was trying to put the family vacation on DVD. I recorded it on a Sony mini dv camera. The problem is that fast moving things tend to blurr in the video. This includes when the camera pans fast. I did not see as much of this in the original mini dv tape. I encoded the video at 7999 kbps. Is there something I am doing wrong? Thanks!!!

I think you are talking about interlacing. It will be ok when played on a TV. Look at this link.

Although it is not specifically related to your current line of enquiry, I would like to point out that that bitrate is too high for reliable playback if you are using DVDR rather than pressed disks.

  5. What did you use to encode the avi ? In Ulead DVD moviefactory there is a slider for "quality" which is a setting independant of the bitrate. I find that by increasing the slider it renders motion better without increasing the bitrate. The downside is encoding takes a bit longer. They use the Mainconcept encoder which is also used by a few other products.

I just did a few tests and I was getting some very good looking "high action" scenes at a vbr of 4k with the quality slider maxed out. My source was a vhs tape so take it for what it's worth.
