I have some dual audio OGM's that I want to put to SVCD. Is it possible to have the 2 audio streams and selectable subtitles in an SVCD? Right now the tools I have is TMPGEnc Plus and VirtualDub.

Yes, it's possible, but not many players will handle selectable subtitles correctly. Some won't do the dual audio correctly either, only track 1 will be usable.
Something like ogmdemux can break all the pieces out. There are a few tools you can use to convert Vorbis audio streams to MP2. And your MPEG2 encoder of choice for the video.
bbmpeg can multiplex the two MP2 audio streams with the M2V video. winsubmux can add the subtitles in to the completed MPEG, but you'll probably need to use maestrosbt or something similar to convert them to the proper format.A man without a woman is like a statue without pigeons.
