Have you tried to follow a VCD-DVD guide, like this one.

Use the guides as a map and you won't get lost.

For a quick and simple way to author, have you tried SVCD2DVD?

You haven't specified which standalone(s) you're testing this on. It may be that your player(s) just aren't capable of playing these.

If the only problem is the GOP is too long, you might burn it to a DVD RW and try it. All the SVCD's that I have converted to DVD's say the same thing and they play fine.

I presume you're in a region other than PAL? If so then it's probable that that's why they won't play - PS2s are very picky. Then again, instead of lending my nephew my bought DVDs I much rather prefer to lend him a RW copy since they're much cheaper to replace if he screws them up. Also I can reuse them later on once he's watched them. Just today I tried yet another RW with yet another media code and it still didn't work though it works on my PS2. There are several different PS2 model numbers and each vary in playback. The number starts 'SCPH-' and then the number. My nephew's has just the last number that is different yet my copies don't play.

All I can suggest is trial and error. Try different media codes and brands. I'd suggest buying/borrowing RWs to test with and taking note of which codes work or not.
