I have tried several options running TMPGEnc but no setting seems to work that displays the dvd correctly. Is there some setting I'm missing ?? or is there another application that can actually rip a 2.35:1 DVD ??

In tmpgenc, in settings->advanced tab
select 16:9 525 ntsc (or the pal eqivilant)
and in video tab select 4:3 525 ntsc (or pal if needed).
this should encode your movie at proper aspect.

Yes, probably the dvd is 16:9 anamorph encoded, not 1:2,35. Also check different video arrange methods. As long as you resize to a smaller frame size (for example 720x576-->480x432), "full screen[keep aspect ratio]" is the one.
