I was bored and I started to try to figure out where each civiliazation in star trek fits in earth history.
The Federation is Utopia.
The Romulans have to be the Roman Empire
I"m thinking that Klingons are either the Dark Ages or like the Bronze Age, maybe more Bronze Age
Cardassians would then be the middle ages
Ferangi would be modern day earth.
Cardassia could also be earth future earth before the Federation. I've seen in several Star treks they make references to earth going to hell before they begin the federation.
Im not up on some of the Voyager races, so some people could add some races or dispute these rankings.

The Federation seems to most resemble a Soviet Union that was not expansionalist and did not bankrupt its economy with military buildups.

well we see in first contact that WWIII has happened, but it's unclear how intact the governmental system is - after all we only see one small village, but that small group of people inexplicably have the equipment and know how to build a warp engine...
I'm sure they're not gov't officials as i don't see anyone sat at a desk. but the desk folks could have been (in true hollwood convenience style) the guys blasted by the borg attack.
