I'm just wondering if you can rip a playstation 2 disk(dvd) and burn it onto a VCD, or SVCD. Then use it with a mod chip or something.

revolutionskate are you taling about copying a dvd rom game onto cdr and playing it on a modded PS2?
Vcds and Svcds are formats for audio and video only, not games. It is possible to rip PS2 dvd games onto cdr, its simply a matter or copying from one place to the other. Its no different than copying from a cdrom PS2 game to a cdr. Of course the problem is the size issue. You will surely have to elliminate or downgrade much of the game in order to get it to fit. Also if you change any parameters of the game you will possibly have to edit some of the game's coding, which is not a simple thing to do.
If your referring to burning a vcd or svcd (basically a movie) and playing it on the PS2 than no it is not possible, yet.
