HI,
I live in US. I saw a lot of people talk about DVD player can play PAL and NTSC. Is it mean whatever the disk is PAL or NTSC, the DVD player will output NTSC to my tv?

It could be. You have to ask. PAL/NTSC for US sold DVD playerscould mean anything:
1) NTSC disks will output to PAL/NTSC
2) PAL/NTSC disks will output to NTSC
3) PAL/NTSC disks will output to PAL/NTSC
How well it does it becomes another matter, also. A lot of DVD players will be (3) ready. All you have to do is find the region hack.
