Probably not what you are looking for, but there is a VirtualDub filter called MSU Cartoonizer 2.0: https://forum.videohelp.com/viewtopic.php?t=299443&highlight=animation+filter It can give a 'pseudo' cartoon look to a video file.
The real animations take lots and lots of time. Like drawing 30 frames of pictures for each second of animation, times the running time of your animation.Major animation movies can take years to make, even with many people and computers working on them.

I haven’t done this my self but apparently you can use adobe Illustrator and after effects, with illustrator you can convert all your drawings in to bitmap format, allowing you to move small parts of you drawing on the computer rather than doing multiple sketches! After you have done all the movements you can put it all together in after effects, im really not sure how this is done because I haven’t used after effects before, but I have seen some animation done this way and they look stunning!

mattypj, yes, very nice. You should keep in mind our next video competition. I'm a big fan of claymation like the Wallace and Gromit videos by Nick Park. I know it takes an incredible amount of effort and time to do that type of video and to make it come out smooth. Keep developing your art.
A nice program for 3D animation is Poser. It's fairly economical and a lot of fun to play with. It's a great program for the 'graphically challenged' that can't draw a straight line, and you can get impressive results. http://www.e-frontier.com/article/articleview/1383/1/580?sbss=580
