Is there something like that onthe market? I assume it should be connected between the cable box and dvr, the cable boz has only antena out jack?

I was under the impression that the Cyberhome DVR-1500 could record either NTSC or PAL from the line inputs (i.e., composite video and S-video inputs).

If that is true then simply use that type of connection between the cable box and the Cyberhome DVR-1500

There are many stand alone boxes that do PAL to NTSC and/or vice versa but usually these only have composite and/or S-video inputs/outputs.

Such devices range from $300+ to $700+ for quality models.

I have one I paid $650 for I am trying to sell now (I have two and no longer need both) so PM me if you are interested.

But I would first investigate the possibility of doing PAL recording through the composite/S-video connectors.

What you need is a PAL TV tuner since your Cyberhome DVD recorder only has an NTSC tuner. The easiest way is to get a cheap or used VCR with a PAL tuner locally, then connect the cable box to the VCR through the coax cable, and connect the VCR output through the RCA cables to the DVR's input jacks, finally make sure the DVR's output is switched to PAL. That should work although a little awkward.
