How to convert an avi to vcd

hi i have this AVi which is 640x480 and i want to convert to vcd to play on vcd.
I tryed Tmpgenc when i do it it is the same as nero encord it is bigger than the tv screen. i used vcdeasy to burn still no. i been working on this problem for over 1 year still searching plz help if u know how,

Not really sure what you mean by this, but if you mean that the edges of the picture is lost (some 10% top/bottom, left/right when viewing on the TV, this is called overscan and is sometihing inevitable. All TVs leave the edges of the picture out of the viewable area. How much varies from TV model to TV model. Material intended for TV take this into account, keeping all relevant action well inside the picture.
If you really want to see those 10 or so pixels at the edges, resize to a smaller than VCD size (8 pixels on all edges should do) and add black borders to fill up to VCD size.
