Is there anyway that I can adjust the lighting and/or color to an avi or mpeg movie clip using TMPGENC or any program for that matter?

TMPGEnc can't...or at least I don't think it will.
You can adjust the color and lighting by using a video editing software like adobe premiere or something like it. Premiere gives you more control than most other editing apps, and it's what I use.
