No, and probably you didn't set the ratios correctly.
Did you crop the borders with dvd2avi or TMPG?
What are your settings? (aspect ratio, source aspect ratio, video arrange method, clip yes/no)

    There is another possibility:

the movie is anamorphic. This means that the movie has an aspect ratio of 16:9, but is stored in fullscreen. (the movie is stetched vertically) DVD2AVI will display 16:9 as the aspect ratio.
In such a case TMPGEnc will encode also anamorphic fullscreen. If you have a widescreen television set, the movie will look great, and the aspect ratio will be correct, as the TV set will strech the movie horizontally.
If you have a 4:3 TV set, the persons in the movie will probably have "eggheads"

To verify if the movie is anamorphic; open the VOB's in DVD2AVI and check how the movie looks in there. If the aspect ratio is 16:9, and the movie is fullscreen, then you know the reason.

If you do not want the movie encoded as anamorphic, then change the source aspect ratio.

If the movie in DVD2AVi has black bars, then it is not stored as anamorphic, and you can use TMPGEnc to set the aspect ratio right, as Truman has suggested.
