VCD with Menu?

I have a muxed mpeg1 video prepared to burn as a VCD.

Is there some way to add a basic menu for 5 or 6 chapter sort of buttons?
Toast seems to have a capability, but not for muxed mpeg1.

I've looked a some tools but don't see an obvious way to accomplish this.

And what tool can be used to split and join mpeg1 video? I looked at MpegPowerTool, but it only creates equally sized pieces. Is there a more general editing tool?

That sig has various silly messages and changes each time it's displayed. They're only jokes meant to go along with the seemingly psychic nature of the first part of the message.
