Right now the only way to do the Pioneer Fix is to use the program SVCD2DVD, and then take the output only from them as DVD folders.
I have found a standalone app that claims to do the same thing. This program will work on any MPEG file and automatically convert the headers, so that you can then author the MPEGs however you see fit (ie - SVCD2DVDMPG, DVDlab, etc.)
