I want to keep the best quality, when converting my Camcorder NTSC video8 films to Dvd
When I capture with ADVC-50 the resolution I get is 720X480.
When I using Tmpgenc should I resize it to 352x480 keeping center (keep aspect ratio), or show I keep it 720X480

I would keep it 720x480, no need to resize. Just encode at high enough bitrate, even 2 hours should be good enough for 1 dvdr. If you really want to resize, then its best to first crop off 8 pixels on each side then resize to 352x480. I have no idea in what order TMPGEnc would do this, but should be possible to look it up.
