    in general if I use a tool like TmpgEnc to "multiplex" a mpg, is there any lost of quality in the issue? (Is this thing transcoding my video? or is just putting it together for me?)

    Is it clear when some quality lost issue will occure when using a so called editor type program?

    It seems some editors do transcode on their own without notice. I'm I right about that?

    also what free/tool editor here will just edit a file?

    Depending on what you put into the word editing, almost all editing results in a reencode of the mpg. Some editors claim to just reencode the part where the edit has occured, buit I haven't tried it myself.
    Simple cuts ought to be possible without reencoding at all, but that's about what you can get away with without reencoding at least some part.

    If I just cut a video, it just gets recoded and not compressed/transcoded. indivual frames are left as-was before, just some get chop out and others get moved(encoded) to a new file.

    I think this is the distinction, yes?
