I'm using vitualdub to capture and my card instructions say 320 \240
for best results, so in the custom video format i set it at this? also
setting it at this will that make the picture small or does it get resized
when i got to the next step.

The closest standard size is 352x240 which is VCD. See if that is an optional capture size. If not, cap at 320x240 and let the authoring app resize it when it generates your files for burning.
