Ok, encode a 23.967 avi file to svcd ntsc. Matering quality, set the 3-2 pulldown to 23.967. Under where it says "Used closed GOP" it says "Number of Frame" I set that to 12.
After its done encoding, I burn it. The vid quality is awsome but there's banners at the top and bottom of the screen. It's a little annoying. How do I get rid of them?

I have a dongle thingy myself. And boy, when Capmaster sent that link to the nuclear weapons specialists website, my dongle thingy took out three interior walls in the house and flipped my 21" Sony monitor on its side.
Can you imagine what you could do with a dongle thingy if you had the software to make it work?

#1 legal
#2 illegal
If you choose #2, then be a little more sophisticated and quietly find it by yourself, we will not help you.
