Burning 4x media at 8x........

I have a friend who burns TDK 4x media at 8x with a Lite-On dual format 8x dvd burner.

I have a Sony DRU530A dual format 8x burner and I cannot get dvd decrypter to burn my 4x memorex +r's or -r's (I have tried both) faster than 4x.

My question is this:

Is the burn speed (and hence the override of burn speed to 8x on 4x media) determinded by the software used to burn the disc or by burner itself?
